Runner/Player is visiting a location/using a contact and before
the roll, the player uses Loaded Dice and announces that the
modification is going to be +1.
The die roll is 6, makeing the value 7.
Now, for Locations/Contacts that do not have 6+ (only the
results of a value of 6), does the effect for the value of 6
still happen?

Example:
Player is going to use Mr. Johnson.
Player rolls a 6, modified to +1 by Loaded Dice.

Does the player get to pull a runner from their deck and
deploy that runner? Or is there just no effect?
