I could have to say No. The card says to apply damage as evenly as possible between all
runners present, and the rule book says that a runner can't have more damage assigned to
it than it's body rating - current damage. Since the runners are already taking enough
damage to kill them, you can't possibly assign more damage to them. Tactics:Converge
specifically addresses the issue, so it is the exception to the rule.
