With Stealth, Social, Street,Technical,Leadership you will be able to sleaze
approximately 71% of the challenges. Unfortunately there is +/- 5% due to the
number of challenges that require more than one skill (27%). "Luck" can be
sleazed using LoTI or LD.Invisibility is a great way to get by the "Can't"
group. A Sleaze deck is difficult to build due to the number of variables.
Below is my initial attempt. Some of the key skills are not quite at the
numbers I would like. So I am still trying to edit this deck.
Comments would be extremely useful.

I have played this deck several times. While it is slow, I am able to get
through a bunch of challenges. Unfortunately once my opponent realized what
type of deck I had, he was able to set up his challenges to stop me (my
runners are not very strong, total body = 35 'one of each runner down'). I
think I can produce a successful deck with the right ingredients. It is
definitely more fun to play with then a bruiser deck.
