To be honest, I have only played one game in which Sader-Krupp came into
play. However, we did play that the objective was gone in that game.

In the seven games I played with FASA Reps at the Chicago Comicon and Gen Con,
they played that the objectives are not recycled. I'ld imagine that if for
some reason all of the objectives are taken (and noone has won - due to
Sader-Krupp/Bad Reputation/Innocent Bystanders etc...) all players would
be able to reshuffle their objectives.

I certainly wouldn't allow a player to reshuffle his objective pile, if
there is still atleast one objective available from another players pile.
