That is correct. If leader of the pack is out and you want to deploy
torgo you can't. Likewise if torgo is out you cant play leader of the
pack. But its a good idea to have LOTP in your ganger deck to use until
Torgo is available or to use after he gets cement shoed or something.
Torgo is expensive and his upkeep can really hurt a bit. Plus with
underworld there are a few ways of getting rid of him (ie the above
mentioned cement shoes).
