I don't think so. IMHO, that means you add Social (1) to the sleaze requirement
of any challenge placed on Ragnarock.
For exemple, to sleaze the Mage Strike Force, you'll need Stealth + Magic (2) +
Social.
To sleaze Halloweener Hell, you'll need Social (3) + Street Wise (2)
