Ah, that's a fish in a different suitcase. Attack Spells like Fireball
and Hellblast replace the Threat rating; speaking solely from game
balance, rather than mechanics, point of view, I don't see why spells
would be - it would sharply reduce their effectiveness. (Burst Fire,
which adds onto a Runner's Threat, would be covered, though.)
