Its cool, but a little too strong. I'd replace this with every gut
check and nets I own. 4 damage will destroy a mage/shaman/decker
running team... hands down.
I would replace or add some of the following suggestions: targets 1
runner, or raise die roll to 5+, or lower the damage to 2, or at least
give it a sleeze. Also the words "runners in play" is every one on the
table... that one mighty arrow :) Its a great concept... just a little
more work.
