The threat rateing fits what they are (imho). They are (by the books)
one of , if not the, toughest military groups on the planet. 9/9(a2)
makes the entire group only as tough as Lord Torgo is by himself.
I could see changing the pay cost to 2Y, sence that makes it even with
most ot the challenges that already have pump costs, or paying the 1Y to
pump up the objective, but would have to make it 1Y=+1/+0(a+1).

I could see that, but change it to "gains +2/+2(A+2) when defending Sioux
Nation.
