Nope. CF, however, 'looks at' a Mage's skill level, in that its bonus depends on how
skilled the Mage is.

But, Mages can use Fetishes alongside Spells -- rather obvious, since otherwise a Mage
with Sorcery-1 wouldn't be able to use them at all.
