After each turn(1 players turn = 1 turn), place 1 secret token on
Investigative Report. Each player other than owner of team to
successfully get the Objective pays X nuyen where X = the number of secret
tokens on Investigative Report or loses X rep points.

I know this is horribly worded. Somebody please fix it...
