Pat to be honest with you, I think you would have to go by the card text.
Ghost who walks cannot be targeted by special cards. WGC is a special. So if
you go by the text, that means Ghost Who Walks is on the shadowrun by himself.

This is the only logical explanation i can think of. Someone else may be able
to help you on the list.
