My take on it is that Wild Goose Chase can not be played on the group because
Ghost Who Walks can not be targeted by specials. The Wild Goose Chase targets the
group and therefore GWW. This makes the runner team an invalid target.

Skitz has a similar (yes slightly different, but similar) ability: "cancel any
card effect that would send Skitz back to the safehouse"
And from the Q&A:

A1: Yes.

Q2: Could you elaborate on Skitz's special power - does it cancel the entire
effect of a card which would send the entire party (or several runners) home e.g.
Wild goose chase or Nets?
A2: Yes. However, in the case of Nets, it would only cancel the effect on Skitz,
since you roll independently for each Runner.

Skitz's ability cancels the card, yes, but it saves the whole team. I realize
that Skitz cancels cards and is not immune like GWW. This leaves a little room
open for interpretation.

You still could target individual runners with a Green Apple Quicksteps, but I
think Wild Goose Chase will not have a valid target because of GWW. I think this
is part of the reason GWW is so damn expensive for upkeep.
