OK,I have personnaly send those question to FASA before, Here is how thing work:

Ghost Who Walk cannot be targeted by any special card, so you cannot play
any cards with "target runner" in the text, but he is still affected by the
cards saying "all runner"(riot), or "shadowrunning team".

The WGC target a shadowrunning team, GWW cannot use his power to protect the
entire team (he is not personnaly targeted)and break with the other (if a
team pull out of a shadowrun THE ENTIRE TEAM must pull out (see rules)) same
thing for"change of plans"(you cannot make two run at the same time).
