If I play the card when I only have two gangers out, and later on,
bring out more, do I need to reroll, or do the benefits increase, and

i say you only roll once.
it makes it work well when you start with small gang. become the
leader vie the roll and have more gangers join your gang. you are all
ready the leader so why would they question it. hince the no second or
third roll.
