This (and similar lines of thought) is correct. Wild Goose Chase does
not specifically target Ghost.

Note also that Ghost does *not* cancel the effects of cards; rather, he
cannot be targeted by them. This can be important when using NERPS --
or, for that matter, shifting a Cement Shoes by way of State of
Confusion.
