1st question: Gear can only be played on a Runner during the Runner´s
controller´s legwork phase. Exceptions are Gear cards that can be played
as a Stinger like the Walther Palm Pistol. Since Wanted! is played
during your legwork phase only, your opponent can´t play normal Gear
onto his Runner at this point. You may choose to fulfill the "contract"
later, thereby giving him time to protect his Runners.

2nd question: Standard Fame works only in the credstick phase, before
any Runners can be played. Glitz would not generate a Nuyen in the same
turn he is played. Kromagnus doesn´t possess Fame as a trait, but can
generate Nuyen by being turned in his owner´s legwork phase only, not in
the credstick phase. Therefore you can play Krommy and then turn him
right away for money.
