Shuriken can be used whenever and wherever (so long as its user isn't
turned). It couldn't be used by, say, a member of a shadowrunning team,
or a Decker who just used Recon. But it can be used during your own
turn or an opponent's, yes. (Waiting until just before or just after a
Runner faces a HUGE Challenge is its ideal usage!)

In general, any Gear or ability can be played at any time, unless
specifically limited by its own text.

Shuriken work really cool with the Scatterbrains Gang HQ, or, for a real
killer combo, Ares Macrotechnology -- they're fairly cheap, and suddenly
they provide a bonus as well as having a nasty main effect. (Same goes
for Maglock Passkeys.)
