I don't think so. When you use Flechette Rounds against an unarmored target, that
doubles the dammage of the whole threat rating, not only the weapon's threat
rating.
For instance, Scorpio with an Ares Predator loaded with Flechette Ammo will do 16
points of dammage ([5+3]X2) to an unarmored target.
By analogy, I believe Silencers work the same way. The whole Threat Rating (Runner
+ Silenced Weapon) become silenced.
