Not all your runners need to be silenced, just the ones dealing the damage to
kill the Challenge. If two of your six runners can dole out enough damage to
slay the Challenge, and those two were using silenced weapons, then the alarm
is reset and you may progress. This comes from FASA.

Also, getting those two or three silinced Runners to do that amount of damage
isn't that complicated. Pumpable Runners or specialized ammo (Armor Piercing
or Flechette) are the msot obvious.
