Yes, but can only be used when a no effect occurs. This means you can
reroll your one when using your fringe surgeon, but not rerolling your

there was a specific mention of "no effect", like it can't be used for
"on 4+" or such, just on things which say if you roll this (or these)
numbers, there is no effect.
