I took it as a -2¥ discount, so you could plop out three Black Markets
and have 3 -2¥ discounts, or a -6¥ discount. It also says that when
deploying or swapping gear, you have to roll a D6 to avoid arrest. It
seems to me that you're deploying the gear only once, so only one roll,
not 3. Still, with the Sisko, that's 13¥ for a 6¥ discount. =
