All of the cards have the terms on them that make logical sense. In the
role-playing game, runners sometimes get arrested. To account for this
in the card game, we have an effect "arrest", where the runner card goes
to the player's hand. It's a metaphor conforming to the given
paradigm. Personally, I think logic is vital to figuring out any of
these cards' purposes, and the metaphor is what makes the game fun. =
Perhaps I'm just too philosophical, though. =
