The Card text is a little confusing. Also the cost is a little high.
4/2¥ is high enough... but to also dedicate a always turned runner to
the card is a little much. The line "you may suppress the need for a
die roll stated on any one card." implies the you must choose the card
you are going to supress when the card is deployed. Not that it can be
used on any card you choose at any time. Its just a little ambiguious
as to when it can be used.

Your examples don't fit the card you stated above.
Howizabout

Name - Buying influence
Type - Special
Cost - 4/2¥
Text - While buying influence is deployed, no die rolls are required for
gear or locations that would trash, damage, or arrest any runner owner
controls. If the roll is required by a challenge that roll may be
modified by a -2 or +2

A little more simpler put that I think covers what you wanted to happen.
