First of all, if your friend is going to TELL you how he's gonna use Cherry
Bomb, that isn't too smart. That tells you that now would be a good time
to consider putting a better offer or two in your deck to run his Mercs on
suicide Shadowruns.

Secondly, the following is my opinion on the matter. As it is Archie's
Special Ability that allows you to turn a Runner, then I would say Yes, you
can turn Cherry Bomb during his turn. The special ability can be used at
any time.
