I'd say don't suppress die rolls, just the +2/-2 is powerful enough.

this can be a REALLY powerful card, and I feel the cost is justified. =

Mark is probably right, in that +2/-2 is good enough. Even that might =

too broken. The good thing is that the card would be out in the open =

people to LOTI or at least so they would know that if they play a =

like False Mentor, the Buying Influence is likely to be used.

Hmmm. Well, the purpose is that you could use the card once per
turn. You can use it to ignore a die roll that would hurt you, but not =
if
that is the only effect of the card. So, Sniper's Roost has an effect, =
plus
the detrimental die roll. Thus, you can skip it. On the other hand, =
Mine
Field would have no effect without the die roll, and would thus be at =
+2 or
-2. Many cards would work this way, not just challenges. Note that =
Buying
Influence could be used against another player, not just to protect. =
That's
another reason for the cost, Unique, and turned runner.
