Correct

Not quite. The runner who is holding the bulldog van is the runner who
uses the bulldog van. The text on the BV states that you can trash it
to send the runners on another shadowrun. So as long as BV was deployed
onto a leagel target runner (just about anyone) that runner can trash it
to send a team of 4 squaaaaaarks back onto another run. The squaaaaarks
are not the runner who used (trashed) the van. They just are the target
of the vans effect. Which is a valid play.
