Okay, let me take a stab here....
Skwaaaaaark in and of himself cannot use a Bulldog Van. However, if
Skwaaaaaark is on a Running team with, let's say, Torgo, and Torgo has a
Bulldog Van, Torgo USES the Van to go on another Run. Skwaaaaaark, as he's
on the Running Team, takes advantage and goes on the next Run (as he is
part of the Running Team.)
Now, Skwaaaaark is benefitting from the Gear card, but is not actively
USING the card. It's like this: You're not allowed to drive or use my
Jeep. But you are allowed to ride in my Jeep when I'm driving it. Same
kind of thing. Skwaaaaaark isn't allowed to drive or use it, but he can be
a passenger. He just cannot be the Runner to initiate the use of the
Bulldog Van, as he cannot hold that card.
Like Donald said, it's a valid play.
