Well, except for Cherry Bomb and The Ghost Dance, the only other card you
can play on a location (I think) is Lone Star Surveillance. Usually, a
player won't take the chance of going on that location with this special on
his location. It's even worst if you have a Lone Star Lock-up and a LSS on
it, and a LS Sergeant.
