A bit powerful, but at least you cannot put some gears on him. Just a
question concerning his skills : if you were in front of a dragon, would you
find him friendly or socialable (that doesn't include shitting in your
pants) ?? Instead of Social, I would put Sorcery.
Also, I don't see why he has the Guard trait. On the other hand, Stamina,
Anti-Social, and Hermit would apply. Anti-social because seeing a dragon is
frightening enough, and I don't think a dragon would be admitted in a pub
!!!
Lastly, his breath fire is not worth it considuring its current attack
value. Something like 8+d6 would be better. It is a lot more powerful, but
at least the damage is at least equal to a normal attack.

Why the traits Hermit and Anti-Social ?? I found also that his special
abilities are weither too powerful or useless : Fragging a runner from your
hand without paying it is a tad too powerful. This ability should be
possible only if the TR is present with Neerith. Also, to heal 4 points of
damage is usually not worth a runner. Try this : on a runner vs runner, if
Neerith kills his opponent, frag TR and remove any damage dealed on Neerith.

In SR, shapeshifters don't need the moon to transform. Since shapeshifters
do have regeneration capabilities, try one of the following :
1- After each combat, Youura heals d6 damage.
2- In the healing phase (sorry, don't rememeber the true name of the phase),
heal Youura without turning him.
