12¥ is too cheap for this card - especially when you consider the
possibility of popping him out for free with Mr Johnson. At the very
least, he should have an Upkeep equal to Torgo's; the ability to pump up
to a potential 21/12 (A3) (free!) is simply out-of-bounds.

Since (fictionally) a dragon rears its head back before jetting its
flame, it should replace its Threat rating, just like a Powerbolt.

This is more understandable -- although the skills are unnecessarily
high (what does Stealth-4 accomplish that Stealth-2 doesn't?) and not
really 'vampirish', either. The frag-a-Runner ability is decent,
although I'd limit it to just Runners from your hand -- after all,
Neerith would be present with an opponent when he's in Runner-vs-Runner
combat, making his ridiculously effective on the offense.

This won't actually fit on a card. I'd prefer a number of different
Runners, one being a Wolf Shapeshifter, one being a Bear Shapeshifter,
and so on.

Drop the Biotech; Sasquatsches are actually still vulnerable to viruses
in the SR world (one theory being that Wendigos are vampiric
Sasquatches).

For that large an increase in power, I'd add that he rips out of his
clothes (ie, trashes all Gear he's holding) as well. Gotta keep the
flavor right.
