Here's another sort of idea:

Vampires often have ghouls or other undead type helpers who gather victims for
them, help them get settled in new areas, watch the house during the day, etc.
Maybe there could be a contact that is actually one or more of these helpers
(with upkeep cost or something) that could grab a runner from another player,
and hold him (ala LoneStar Lockup). Then instead of just holding him in
lockup, your vampires could "visit" them, heh heh. Other players could make a
visit to free them, like the lockup. Or maybe just allow vampires to visit
the real Lone Star Lockup, making for an interesting LoneStar/Vampire deck...?
