Well, lets not forget the services that DSS provides, which includes
hospitol care for pregnat women. Such services would be readily available
in poorer communities (ie, they people there would know about it)

Actually, today, a hospitol can not refuse service to help someone
regardless of their financial ability to pay. Though they can bill you
for the rest of your life.

A privately owned practice may be able to, though.

I see SR hospitals more like the place you get to run in Theme Hospital
(watch the intro to it for some very funny scenes). That is, if you don't
have the money to pay for the service, or don't have what they consider to
be a steady background that'll allow them to bill you, they won't help.

Part of the reason why I play them this way is because it'll lead to the
players scrounging money from everywhere in order to get first aid at a
hospital.

That'll depend on what country your in as to what DSS will mean.
Here in Australia DSS stands for Department of Social Security.
The DSS provides ppl who can't work (eg disabled, ill) or are
unemployed and have no other for of income with financial assisstants.

(Dealing with pensions, unemployment/income support, care work, paying for
some emergency needs and so on... )
