Well, lets not forget the services that DSS provides, which includes
hospitol care for pregnat women. Such services would be readily available
in poorer communities (ie, they people there would know about it)
Actually, today, a hospitol can not refuse service to help someone
regardless of their financial ability to pay. Though they can bill you
for the rest of your life.
A privately owned practice may be able to, though.
