Actually, current Military and Police tactical thinking is leaning heavily
towards AP ammunition.

Witness the development by the British Civil Defence Supply of the .224 Boz
cartridge for military/police work.

It is basically a 10 mm case necked down to .224, with flat sides for easy
loading. With a 6 3/4 inch barrel and about the recoil of a .38 special it
launches a 55 grain bullet 2100 feet per second with 490 ft-lbs of energy.

The base round shoots through both sides of the NATO helmet, the old-style
U.S. steel pot helment, and NATO CRISAT armor (1.6 mm titanium plus 20
layers of Kevlar) at a distance of 100 meters, including angle shots.

The AP tungsten-carbide round penetrates 6.8 mm steel plate armor, used in
armored limousines, the Humvee, and the USMC LAV-25; and the 10 mm Aluminum
armo rused for the Bradley Fighting Vehicle, all at 50 meters.

Pre-production prototypes were made from the Colt Government model and the
Glock 20. It is also being considered for the H&K MP-5 SMG.

Civil Defence Supply intends that the cartridge be distributed only to
military and police forces. We'll see how that works out.

I have no compunctions about sending SWAT armed with APDS against
recalcitrant players. It is what would be done in real life. I also don't
allow the use of Combat Pool dice to dodge sniper shots unless they're
aware of the sniper's location or are running/evading.
