Sounds like a neat idea. I would add one more requirement: an actual skill
required to use more than two arms. Adding extra arms to an adult whose
entire upbringing has created neural patterns dependent on two arms is a
daunting task. Especially in a crisis, someone with multiple arms would fall
back on "natural" behaviors-which two arms are definitely not. Maybe a
requirement something like a skill equal to 3*the number of arms beyond
the natural two. Having 3 total arms would require a level 3 skill, having
4 arms would require a level 6 skill etc... I guess I just feel that
just because you have had something grafted onto you doesn't mean you
naturally know how to use it.
