A ziggaraut has stepped sides, not smooth sides like a pyramid. Think of
the 'pyramids' in Mexico.
In addition to moving power, water & sewage, we also need to move
air. Lots of air. In and out. Not only for respiration of those inside,
but also for heating and cooling. This is an enclosed space. The building
and and enclosed air mass will get very warm from the heat of the bodies
and lights and appliances. So we need to move the air out to cool the
building (and people) and we need to get fresh/cool air in. These ducts
are the largest in modern buildings, and nothing modern comes close to the
size of this structure.
What is the largest modern building that houses lots of people? No hangers
or factories, what is the largest building full of people?
Here is what Guinness has to say:
Largest airport terminal

Tallest building

Largest Theatre

I did find this, however. Haven't had time to plumb it for treasures, but
it looks like a good portal to useful stuff.
