Subject: CAS/UCAS tensions

Someone mentioned (in a post I deleted) that the CAS and the UCAS are on the
brink of a major war. Huh? Where did that come from? It was in a post
that mentioned all the UCAS has to do to piss off Aztechnology [Aztlan] is
assist the CAS in retaking Austin.
That post also mentioned something about Texas not wanting to be part of the
CAS. That's not totally true. The CAS is a confederacy of states,
different from the republic of the USA (or Shadowrun's UCAS). Sure, some
people in 205x's Texas would want Texas to be a nation unto itself (heck, I
know some people today who want that), but as a member of a confederacy,
Texas has much more freedom than it did as a member of the old United States
of America. The only reason why Texas is a member of the CAS in 205x is
there was no other place to turn to after the Aztlan invasion. [And no
offense to Stevie McBride, but the CAS: Government section in the NAGNA
needs to be rewritten by someone who knows the definition of the word
"confederacy" and how it differs from "republic"]

The CFS Sourcebooks mentions tensions between the UCAS and CFS. And
in Super Thuesday one may look at the speech of (I think Yares) to
detect another hawk out for the president's chair. (Since this is material
to be handed to players, I don't think a spoiler warning was neccessary :-)

Check out Just Compensation and Super Tuesday, I believe that Bug City also
has some info along these lines.

Just Compensation is about this. I don't remember the details, but the
CAS Marines perform a few covert ops in the UCAS/Washington DC in the
novel, There's all kinds of disputes about (the politicians in) a certain
state of which I forgot the name wanting to leave the UCAS in order to
join the CAS, with the CAS Marines helping out in this while the UCAS
military is focused on Bug City and the Compensation Army that's camped
outside Washington.

Oh yeah, North Virginia. But even though tensions might be high in that
area, it doesn't mean that the two nations are at the brink of a major war.
After all, by the end of that book, all of the evidence pointing towards
that "steal the state away" was destroyed. All the UCAS knew about was the
attempted coup in FDC, if I'm remembering things correctly.

Basically, a confederation is an alliance between states (in this case).
There may be a central government, but it is limited in power when compared
to the various member states. That's why Texas was able to leave the
confederation in 2035. If I'm not mistaken, Canada is a confederacy of
provinces. Remember when Quebec had the vote to decide if they were going
to become thier own nation or stay in Canada?

A republic is also an alliance between states but they recognize the
sovereignty of a central government. The United States of America is a
republic. (As is the UCAS in Shadowrun's Sixth World.)

So, Confederacy means the states have more power than the central
government; Republic, states have less power.

The way the CAS:Government section is written, the Confederated American
States is actually a republic. The government is written up like the
current system in place in the USA, an executive branch with a CAS
President, and a legistlative branch with two houses. There is no judicial
branch (USA's Supreme Court) mentioned. The legislative branch is split
into a House of Representatives (one rep for every 150,000 citizens) and a
Senate (with three senators from each member state). This section mentions
passing a gun control law and several metahuman equality laws, laws that
most likely would have been in the state's jurisdiction in a confederacy.

It isn't anywhere in Bug City, I picked up the CFS book today so if I
find anything on it in there I'll let you know (now a war over CFS I
could see).
