We use China as the last bastion of die-hard Communism: China and Aztlan are
the Men In Black Hats for our campaign. Originally I used Russia, but a
combination of perestroika and astute deals by the PCs reduced the problems
with Russia to a dull roar.
Since our campaign includes Harpoon adaptations of naval warfare (some will
know...) we needed a superpower navy to go up against occasionally. China
fitted nicely: lots of old hardware, individually weak but collectively
lethal if not handled *very* carefully.
I also enjoyed dropping China on a team who had operated in Aztlan: they
thought Aztlan's internal security was bad. Then they tried a covert
operation in Shenyang... ;)
