I had the same problem, and I have the following solution: +1 to
Athletics, Stealth, Armed & Unarmed Combat, Throwing, and all Vehicle
skills. No dice into the Combat Pool (though that's not such a bad idea).
Any other active skills shouldn't get extra dice, I think. I mean, with
Firearms or something it's more a matter of keeping your gun steady than
moving around a lot.

Don't think so. Stun damage is not always caused because you are short of
breath. It would only be reasonable to give the TN bonus in some
situation where someone is short of air or something (being Engulfed by a
Water or Air Elemental maybe), but not when someone hits you with a club.
