A +3 reaction can be quite useful....and quite often. EVERY surpise test,
EVERY initiative roll is modified by this. The cortex bomb is only used
once. Until this happens, you are free and clear with no active penalties.
If you choose to take the cortex bomb flaw, watch your powergaming and/or
munchkin tendencies, as that's what the flaw is really useful for. ;)
Seriously, though. Flaws have always been worth fewer points when compared
to their Edge counterparts in the game systems I have played. It's that
way for a reason. The player must think twice before taking that edge,
because he/she must take a significant amount of drawbacks in order to
offset it. It keeps powergamers in line while not offending the creative
types too much.
