Something I'm curious about...

Has it been stated yet what percentage of the population can use magic
in Seattle?

I seem to recall the global average being 1%, but has it ever been
stated what the Seattle number is?

I don't remember seeing a number like that. In any case, if the global
average is 1%, then it will be 1% in Seattle too, if you round off to
the same number of significant digits -- because that 1% global is not
going to be exactly 1.0000000%, is it? :) You can just take the 3
million official population of Seattle, of which 1% is 30,000, so there
must be anywhere from 15,000 through 44,999 magicians in Seattle, IOW
whatever number you need in this range.

Don't the sourcebooks list a percentage of awakened population, or am
I thinking of the racial breakdowns?

You probably are. IIRC there's little more data available than that 1 in
1000 people is magicically active, with only 1 in 10 of those being full
magicians.

Wasn't it 1 in 100 were magically active (ie 1% of the pop), and of
that only one in 10 were full magicians?
