OK guys, this is how I came up with the numbers.
Major Physical Change ( change shape or form )
starts it at a Serious Drain.
Physical Spell +1 Drain Target.
Touch Required -1 Drain Target.
Permanent Effect +1 Drain Level.
Touch Required -1 Drain Level.
Voluntary Subject Required -1 Drain Level.
Combining Voluntary and Touch only gets
-1 Target and -1 Level because thats what the
book says.
So you start at (f/2)S and the other modifiers
cancel each other out.
