This is the one I disagree with, due to the fact that I work with
offenders. It doesn't seem to matter to anyone who is an offender how much
time they do. In short: There are 3 types of criminals: 1) the kind you
tell to do 20 pushups on the courthouse steps and he will never commit the
crime again. 2) The re-offender who is open to rehabilitation. and 3) The
lock them up and throwaway the key.

If people knew about the chip(which they would because the word would be on
the street instantly, they would focus their, "time" on improving skills.
Imagine the amount of munchkins who would want to have prison records.
