I would blame that on lead times for the magazine. The advertisement has
to be put together some time before the magazine actually goes to print
(up to a few months, I believe, for a monthly magazine) so if the company
had thought the web site would be ready by the time the magazine came out,
but something delayed the web site design, the end result would be the
situation you described. IOW, I'd call it poor planning :)
