His reaction is so slow, that he needs some moments to react, in this case he
needs 3 seconds to react. It is no 'waiting', he just didn't manage to react
faster. But in terms of play, the slow player has to wait till the last second.

I think he is refering to the actual people players not their characters. I
understand how it works but you end up with the non-samuaris sitting around talking
about last saturdays ST:DS9, Babylon 5, ST:Voyager, ... while waiting for the
samauris and npcs to take all there actions which can take some time even if the
game is moving smoothly.

First I'd like to apologise for such a stupid and elementary question, but I was
kind of working things out in my mind and puting my thoughts to keystrokes and it
sort of slipped :) So to clear this up I did mean the characters and not the players
themselves. And to clarify this even further - character dont just wait around
their actions just take longer to get going because they dont have the speed.
I kinda bogged my that spellcasting a purely mental activity would be subject
to this limitation, but (oops I am doing it again :) anyway reaction is the sum
of intelligence+quickness /2 and so mental attributes have as much to say in this
as physical quickness .... phew ......

Sorry, but I have to interject.
The book states the following on page 104 of SR3.
"If there are multiple characters acting within one Combat Phase, the
characters declare their actions in reverse order, moving from the one with
the LOWEST beginning Initiative Score to the character with the highest
Initiative.
All characters(And NPCs) declare their actions, aka, Standing around
talking, Busting around a corner and Shooting at people, Busting around the
corner and 'Observe in Detail' then shoot the enemies. You get two simple
actions as you round the corner. You've declared that you are are moving
around the corner as movement, and using your first simple action to Observe
in Detail(See Page 231 for detailed observation). You also have already
declared that your second action was to shoot at the enemies, so anyone who
looks like an enemy will be fired upon. If you had declared, Move around
Corner, Observe in Detail, Shoot closest people to me, it doesn't matter
Rules wise what your doing, you will go around the corner, look everyone
over for that microsecond, and open fire on the closest person.
There is a reason you declare your actions carefully. Also, these are
trained Shadowrunners, they can grab a TON of detail in that microsecond due
to their paranoid life in training where the smallest bit of information is
important, so the information provided in SR3 main book should be used for
what can be gathered in a Simple Action.
Also note, that if someone is moving around the corner as opposed to peeking
around the corner, that counts as walking, so give them the walking movement
penalty to hit. It's only fair.
