Have you been asleep all summer or did you forget that the official ruling on
Enhanced Articulation was that it affected Combat and Physical Skills only?
It doesn't affect Social skills including Etiquette.
As for running KnowSofts at levels less than maximum, why would you want to
do that? The maximum number of skill levels you Skillwires can handle only
counts for ActiveSofts.
