With the Magical Power you have an effective Magic
Rating equal to the rating of the power.
Do you count everything with that "Rating" : Spell
Pool, Elemental Radius...

And what is the cost for a Magical Adept : 25 or 30?

Yes. The one exception would be when making tests using magic rating
alone, in situations where a normal adept can make such tests.

30, I'd say. That matches other "priority A: magic" characters.
