Well, I have a question; what actually happens when you implant a physad
cyberware at character generation?
Do you actually get to spend less power points, or is it just that your
magic-rating is decreased?

Whenever an adept looses a point of magic, they also loose a full point
of adept powers. This includes magic due to cyberware installation, a
deadly wound, or stim use. So, they answer is that they get to spend
less power points, assuming the character doesn't adopt a geas to offset
the lost magic.
