In our SR game, there is an otaku character which has raised an
interesting question. Since all of his programs are essentially
learned/programmed, are they considered all active when he runs the
matrix? Does he use load rates when theoretically he can run every
program he has? This has posed quite a problem in trying to determine
the correct solution.

Please help me out! :)

VR 2 p.145-146:
However, options such as optimization, squeeze, and other space-
savers and neither required nor allowed on complex forms.
Remember, the complex from is not stored on a deck-it's stored in
the otaku's brain. The complex form size is used only to determine
base time for creating the complex form, not for storage or uploading.

This, IMHO, seems to imply that and Otaku has no feasible limit on
Storage/Active memory. This means unlimited download space (as
I said in my previous post), and that (unless the otaku decides *not*
to have it in Active Memory) all his/her complex forms are to be
considered in Active memory.
